Mother of 9-Year-Old Girl Who Was Handcuffed, Fingerprinted Wants Officers Reprimanded

Although it happened in May 2013, the incident where the nine-year-old daughter of Latoya Harris is far from over. Portland police officers handcuffed, photographed, and fingerprinted Harris’ daughter after she got into an altercation at a local youth club.
The two uniformed officers, David McCarthy and Matthew Huspek, went to Harris’ house on two separate occasions to question her about another fight her daughter was allegedly involved in with another girl from the youth club. When the officers initially attempted to reach the young girl at her home, she wasn’t there, so they returned six days later and promptly handcuffed and arrested her in front of her distraught mother.
According to reports, Harris was only wearing a blue-and-white bathing suit at the time of her arrest, so she was not searched for items that could have been on her person. To make matters worse, the officers refused to allow Harris’ mother to get into the police vehicle to accompany her daughter to the station.
It’s reported that staff members at the youth club did not view the fight between the girls as serious because the girls had apologized to each other. Harris was suspended from the club for one week.
The mother of the other girl involved in the altercation must have thought the incident was serious because she reported it to the police, demanding that Harris be arrested. She told the officers that Harris had struck her daughter in the face and bashed her head against a brick wall. She even showed a red bruise on the girl’s cheekbone to support her claims, which the officers took a photo of using a cell phone.
Fuming mad about the treatment of her daughter, Harris’ mother filed a formal complaint with the Portland Police Department. However, when nothing came out of an investigation by the Independent Police Review Division, other than the officers did not violate any Police Bureau policies, she complained to the Citizen Review Committee.
The committee, who hears complaints of alleged misconduct against Portland police officers, has invited Harris to a hearing to voice her version of how the police officers handled the situation and possible solutions to avoid further problems.

What the hell is going on a nine year old is handcuffed and place in a police car without the parents, this is some bull corn,I would file a law suit against the city and the police officer who arrested my child to end this Bull corn forever. is the child a Black Child.

Once the other mother filed charges the police had to carry out the arrest. It appears to me that this was more of an issue between grown women.
Make the children apologize, take them home, restrict them from going back to the “pool” and whip their little a&&es for misbehaving in public.

What the police should have done was to issue a citation and let the juvenile court handle the matter. On the face of it, it sounds as if the cops just wanted to give this child an emotional scar and a record, simply because the officers were partial to one and not the other … for whatever reason.

The police overreacted first and formost,they could have scheduled a meeting between the parents first. If not resolved ordered to court. Parents need to teach their children to keep their hands to themselves or expect to be punished by the penal system, it all starts at home Parents be responsible for young kids actions,because if you train a child in the way they should grow,when they get older they will not depart from it.OLD SCHOOL.

It should have been squashed once the two apologized to each other. The police officers while trying to carry out their duties handled it wrong. I am quite sure that had the child’s mother been aware that the other mother had pressed charges she would have willingly taken her child to the police station to sort the situation out. Now they have to deal with possibly traumatizing the child to some extinct. Without knowing the whole situation or anything about either child it is difficult to determine if any of it stems from their upbringing. Remember they apologized and put it behind them which means they have some good qualities within them. I agree that it got messy when the parent got involved. The police officers only made it harder for other officers who will have to deal with similar issues in the future.

Is she a habitual trouble maker? When the police came the first time and she was not at home, why didn’t an adult get information about why the police was looking for a 9yr old, or, go to the police department and get things resolved? Says a lot about that household. I’m not condoning the police actions but the ball was dropped big time.

I think the club should have had a meeting with the girls and the parents.maybe then it could have been resolved before it got this far. These are 9 yr olds after all! Kids will be kids. Who was As perfect child? It’s not about parenting . The parents were nowhere around!
